Maharashtra FDA suspends 105 licences including Blinkit and Zepto in statewide crackdown
Food safety regulator targets quick-commerce hubs, sweet makers and restaurants over hygiene, temperature control and missing records.

The Maharashtra Food and Drug Administration (FDA) has suspended the licences of 105 food business outlets across the state, targeting operations linked to quick-commerce companies Blinkit Commerce Pvt Ltd and Zepto Ltd alongside traditional food manufacturers and eateries.
The regulatory crackdown was carried out on 4 and 5 November as part of a statewide inspection drive conducted ahead of Diwali, according to an official statement released by the authority. Alongside the 105 licence suspensions, the regulator ordered seven food establishments to shut down their operations entirely after finding severe food safety non-compliance.
During the two-day operation, FDA officials inspected more than 70 establishments and seized 39,485.42 kg of food articles valued at Rs 1.35 crore. The seized items included essential festive ingredients and perishables such as mawa, khoa, paneer, ghee, edible oils, farsan, dry fruits and assorted sweets.
What FDA inspectors found on the ground
The regulator said the enforcement drive revealed widespread operational breaches across storage, hygiene and documentation standards. Key violations identified by inspectors included unhygienic manufacturing and storage environments, improper food handling, inadequate packaging, a total absence of pest control measures, missing temperature-control arrangements for perishable stock, and the failure to present mandatory compliance records and certificates.
The quick-commerce entities cited in the regulator's suspension list include Mumbai-based locations for Blink Commerce Pvt Ltd and Zepto Ltd. Under the terms of the suspension orders, the affected outlets are prohibited from carrying out any food business operations for the duration of the suspension period.
In addition to standard food compliance checks, the administration seized prohibited items including gutkha and pan masala valued at Rs 7.96 lakh across three separate locations. Authorities registered three First Information Reports (FIRs) and arrested two individuals in connection with the banned products. Enforcement officers also seized two vehicles worth Rs 4.70 lakh and sealed two premises.
Regional distribution of enforcement actions
The FDA's actions spanned seven administrative divisions, with Nashik and Mumbai recording the highest number of licence suspensions, while Pune saw the largest volume of food stock confiscation.
| Division | Suspended Licences | Outlets Ordered Closed | Food Seized Value |
|---|---|---|---|
| Nashik | 39 | 0 | Rs 28.35 lakh |
| Mumbai | 28 | 1 | Not disclosed |
| Pune | 20 | 3 | Rs 49.36 lakh |
| Amravati | 15 | 2 | Not disclosed |
| Chhatrapati Sambhajinagar | 2 | 0 | Not disclosed |
| Thane | 1 | 0 | Not disclosed |
| Konkan | 0 | 1 | Rs 32.52 lakh |
Pune division accounted for the single largest regional seizure, where FDA teams confiscated 14,429.7 kg of food stock valued at Rs 49.36 lakh. The Konkan division reported seizures worth Rs 32.52 lakh, followed by Nashik with Rs 28.35 lakh.
Among the seven establishments served with immediate closure notices were Rajdhani Biryani Centre in Mumbai, Aaradhana Dryfruit Sweets in Bhiwandi within Thane district, and three food businesses located in Pune. Amravati division saw two closures, while Konkan reported one.
Why it matters
For quick-commerce platforms operating on 10-minute delivery promises, dark store logistics rely heavily on micro-fulfillment hubs situated close to high-density consumer neighbourhoods. The suspension of operating licences for dark store locations directly disrupts order fulfillment, inventory rotation and local supply chains during peak festive buying periods when demand for dairy, sweets and packaged snacks reaches its annual high.
The inclusion of venture-backed quick-commerce entities alongside conventional sweet vendors and restaurants highlights tightening regulatory scrutiny over dark store infrastructure. Food safety compliance in rapid-delivery hubs—particularly temperature control for dairy items like paneer and khoa, pest control in micro-warehouses, and maintaining mandated FSSAI documentation on-site—presents an operational hurdle as platforms scale their physical footprint rapidly.
What happens next
The FDA stated that none of the 105 suspended outlets can legally engage in food processing, storage or dispatch during the suspension term. Affected businesses, including the quick-commerce operations, must rectify the cited compliance failures and undergo verification before their operating licences can be reinstated by the regulator. Neither Blinkit nor Zepto has publicly issued a statement regarding the specific number of dark stores affected or the financial impact on their regional operations.
